Navigate through the Administration maze, collect Thick Ink from the fountain next to Joey's office door at the left, then head back to the lobby, and insert it in the Ink Maker (make sure the disc is selecting correct pipe icon) in order to create the pipe for the Gent Home Office's pipe machinery system. Repeat this three times for a total of three pipes and the Film Vault's door will be unlocked to continue the progress.
